Free Trade Agreement Analyst

Position Summary:

Our client is seeking a contract FTA Analyst to support its Global Trade Compliance function. This role is responsible for the accurate qualification, solicitation, and documentation of Free Trade Agreement (FTA) claims and for the timely and compliant filing of Electronic Export Information (EEI) through the Automated Export System (AES). The Analyst will work closely with Trade Compliance, Supply Chain, Logistics, and Sourcing teams to ensure duty savings are captured and export transactions are reported in full compliance with U.S. regulations.

Key Responsibilities:

Free Trade Agreement (FTA) Qualification and Solicitation

Analyze products against FTA rules of origin (USMCA, KORUS, and other applicable agreements) using bills of material, supplier data, and tariff classifications to determine eligibility. Manage the annual and ad hoc supplier solicitation campaign: request, track, review, and validate supplier certifications of origin and supporting documentation. Prepare and issue outbound certifications of origin to customers and respond to customer FTA inquiries. Maintain FTA qualification records and audit-ready documentation in the trade compliance system and/or ERP. Electronic Export Information (EEI) Filings

Prepare and file EEI in AES (via ACE) for U.S. export shipments, including verification of Schedule B/HTS, ECCN, license determination, value, quantity, and party information. Review shipping documentation (commercial invoices, packing lists, shipper's letters of instruction) for accuracy and completeness prior to filing. Monitor AES responses, resolve fatal errors and compliance alerts, and file corrections and cancellations within regulatory timeframes. Perform restricted party screening and confirm export licensing requirements as part of the filing process. Maintain complete export recordkeeping in accordance with the Foreign Trade Regulations (15 CFR Part 30) and Export Administration Regulations (EAR).

Qualifications:

3+ years of hands-on trade compliance experience with direct responsibility for FTA qualification/solicitation and EEI/AES filings. Working knowledge of USMCA and other U.S. FTA rules of origin, the Foreign Trade Regulations, and U.S. Customs regulations (19 CFR). Experience filing directly in AES/ACE and resolving AES error messages. Experience with FTA solicitation tools and global trade management software (e.g., Descartes, Thomson Reuters ONESOURCE, SAP GTS, Amber Road/e2open, or similar). Proficiency in ERP systems and advanced Excel skills for large data set analysis. Strong attention to detail, documentation discipline, and ability to manage high transaction volumes against deadlines. Effective written and verbal communication skills for interaction with suppliers, customers, brokers, and internal stakeholders. Bachelor's degree in Supply Chain, International Business, Business Administration, or related field, or equivalent experience.
