Summary

Responsible for leading the Information Technology Department’s project management and financial services functions. Directly supervises all IT project managers and oversees the planning, coordination, and performance of the IT project portfolio. Serves as the accountable manager for all IT financial services, including the development, administration, monitoring, forecasting, and reporting of all departmental operating, project, and capital improvement budgets. Ensures project delivery and financial planning align with City priorities, available resources, and established policies. Serves as a member of the IT leadership team and advises the Chief Information Officer on project performance, financial conditions, funding needs, and strategic planning.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Collaborate with senior leadership to develop the PMO strategy, success measures, and performance feedback process. Coordinate and support IT project prioritization within the IT governance structure and executive level oversight. Lead the development and implementation of IT project management methodologies including performance measures and service improvements. Provide proactive engagement and consultation to key stakeholders regarding department projects, project management needs, and project performance. Work with the financial back office to ensure proper processes and controls are followed to meet compliance requirements. Direct and administer all IT financial services, with department-wide accountability for all IT operating, project, and capital improvement budgets throughout the fiscal year. Lead the preparation of the annual budgets for all IT operating and CIP funds. Monitor expenditures, commitments, and available balances across all IT budgets; analyze variances, update forecasts, and recommend corrective actions. Oversee IT purchasing and financial administration, including requisitions, purchase orders, invoice review, account reconciliation, and fiscal year-end activities, in coordination with City Finance and Purchasing. Maintain financial oversight of technology contracts, subscriptions, licensing, and maintenance agreements, including renewal dates, cost increases, funding availability, and cancellation notice deadlines. Review and approve, within signature authority, all expenditures processed by IT financial services staff. Build and maintain strong, effective partner relationships with internal support teams, peers, vendors, and stakeholders. Supervise and develop assigned staff; evaluate performance, assess training needs, participate in hiring and advancement decisions, and provide coaching and mentoring.

Minimum Qualifications

Four-year college degree 7 years related experience 2 - 3 years supervisory experience Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

Four-year college degree in Information Technology, Business or related field of study 8+ years of experience in Information Technology, including project management and financial or budget management 3+ years supervisory experience

Knowledge, Skills & Abilities

Commitment to client service with ability to set and manage client expectations. Demonstrated experience implementing and/or improving IT project management processes. Strong leadership skills with ability to influence without explicit authority. Excellent interpersonal, oral, and written communication skills, including the ability to prepare and present business and technical material to technical and non-technical audiences. Strong analytical and problem-solving skills, with the ability to think strategically, investigate complex issues, and make sound decisions when written guidelines are not available. Financial and budget analysis experience; experience in a multi-fund government organization preferred. Technical knowledge sufficient to understand and contribute to discussions of technology-related topics.

Licenses and Certifications

PMP certification required Valid Class C Texas Driver's License Physical Requirements / Work Environment
