Senior Manager - Security Operations

  • Riyadh, Riyadh Province, Saudi Arabia
  • POSTED TODAY

About the job

Lead Qiddiya’s fixed-site general security operating model, with clear accountability for static guarding, security posts, access control, staffing for dynamic & fixed-location pedestrian and baggage screening, asset protection, and contracted guard-force performance. The role owns fixed-location security delivery and does not own patrol tasking, rapid response, alarm response or security escorts, which are owned by the Senior Manager, Mobile Security & Patrols.

Key Responsibilities

• Direct and assure fixed-site security operations across assigned assets, critical infrastructure and public-realm locations, including static guarding, security-post coverage, access control, pedestrian and baggage screening, visitor/personnel access control, protection of critical assets and infrastructure, and public-facing security services.

• Convert approved security requirements, MOSP controls, risk assessments and asset security plans into site-specific standard operating procedures, post orders, deployment plans, staffing requirements, supervisory arrangements, daily tasking and auditable operational records.

• Lead General Security employees and contracted personnel, establishing clear reporting lines, shift-level supervision and performance expectations, and holding responsible managers and service providers accountable for staffing compliance, licensing, competence, conduct, welfare, attendance and service quality.

• Develop, implement and maintain site-specific procedures for static posts, foot patrols, fixed access points, visitor and contractor processing (access management implementation), credential verification, pedestrian and baggage screening, searches, prohibited-item handling and restricted-area access under City Security responsibility.

• Establish, approve, issue and periodically review post orders, access-control procedures, local emergency actions, incident logs, handover records and other fixed-site operational documentation, ensuring current versions are relevant to the operation and audit ready.

• Monitor contracted guarding providers against approved staffing levels, licenses, rosters, shift patterns, supervisory coverage, uniform and equipment standards, welfare requirements and agreed KPIs; document deficiencies, assign corrective actions and escalate repeated or material non-compliance.

• Review and control proposed changes to security posts, shift arrangements, staffing levels, operating hours and contracted service scope, ensuring that operational, risk, welfare, commercial and approval impacts are assessed and formally authorized before implementation.

• Plan and conduct documented field inspections of security posts, access-control points, screening operations and critical-infrastructure protection measures; record non-conformances, assign owners and deadlines, escalate overdue or high-risk findings and verify evidence of corrective-action closure.

• Lead fixed-site security readiness for new city asset openings and operational transitions, confirming approved post locations, staffing and supervision, access and screening arrangements, welfare facilities, communications, equipment, standard operating procedures, emergency response plans, training, rehearsals and mobilization acceptance before go-live.

• Direct the fixed-site operational response and follow-up for access breaches, screening failures, losses and asset-protection incidents, ensuring immediate controls, preservation of evidence, timely reporting and escalation, investigation support, corrective-action tracking and coordinated closure with DSOC and relevant stakeholders.

• Maintain documented tasking, escalation and handover arrangements with Mobile Security & Patrols for reinforcement, patrol support, alarm response, security escorts and incident response, while retaining General Security accountability for fixed-site command, access control and site-level continuity.

• Provide security operational input during stage-gate briefings, identifying fixed-site security requirements, dependencies, risks and readiness actions to support informed decisions and ensure asset operational readiness before handover / opening.
