Job Summary This recruitment is to fill the vacant Juvenile Probation Manager position responsible for managing probation services, support staff and/or community programs. Management responsibilities include program planning and design, development of policies, procedures and goals, establishing staffing and budget, organizing and supervising assigned staff, and program evaluation. The incumbent will also define program goals and objectives, establish methods and means of accomplishing program objectives, implement policies and procedures; identify, research and analyze trends within the program and develop and modify procedures; develop, prepare, and administer program budget and contracts with outside agencies and other governmental agencies; review and interpret program guidelines and requirements. The incumbent will also direct, coordinate and review the program work plan: meet with staff to identify and resolve problems; assign work activities and projects; monitor workflow; review and evaluate work products, methods and procedures. The incumbent becomes part of the management team and as such works to ensure that the principles of balanced and restorative justice are incorporated into work practices.
The Leadership Agenda provides a framework for service delivery and program monitoring. The incumbent will direct and coordinate the work of full-time and temporary employees, interns and community volunteers. Other responsibilities may include working closely with school, medical, drug/alcohol, mental health and other outside providers serving youth; and management and operation of probation programs. Unit assignments are subject to change periodically.

Qualifications Education and Experience:
Requires a bachelor’s degree in social science or closely related field, plus five (5) years of professional work experience in youth related services. The degree must have been conferred by an institution of higher education and have national recognition of accrediting agencies by the U.S. Secretary of Education. Official transcripts will be required at the time of hire. All combinations of education, experience, and training that demonstrate the ability to perform the work will be considered. The ideal candidate will have the following strengths:
Skills in grants management, program development and evaluation, and written and verbal communications; Three to five years of supervisory experience; Experience with personal computers and related applications such as Microsoft Word, Excel, and Access.
Knowledge of: Balanced and Restorative Justice principles and practice, and ability to integrate and apply the same in all aspects of the Juvenile Justice programs, functions, and operations; effective case management principles; effective uses of detention; graduated sanctioning/incentives; trauma informed practices; adolescent brain development; principles and practices of public sector organization; project management, including planning, scheduling, monitoring, and problem solving; methods and procedures of budget development, justification and control; application and interpretation of County, state and federal laws and regulations relevant to juvenile court operations; performance measures and program evaluation; personal computer applications including word processing, spreadsheet, and relational database programs; JIS, JCS, and C3MS systems preferred; departmental policies procedures, trends and best practices in juvenile justice. The ideal candidate will have the following knowledge of:
• Risk Assessment Tool that determines risk and protective factors of youth
• Evidence Based Programs that provide services to youth, preferably Coordination of Services, Functional Family Therapy, Education and Employment Training, and i ACT
Ability to: The ability to effectively work with persons from all levels in the organization and diverse backgrounds including age, color, religion, national or ethnic origin, socioeconomic status, physical characteristics, sex, sexual orientation, gender identity, or gender expression. Effectively plan, assign, direct and evaluate the work of subordinates, including delegating responsibility and authority; carrying out policy directives to the governing authority in an effective and timely manner; establishing and maintaining effective working relationships with the public, other governmental jurisdictions, contractors, and other County staff; communicating and expressing ideas effectively - orally and in writing; preparing concise, clearly written reports, proposals and recommendations; evaluating and developing programs; developing outcome measures and evaluation tools; working effectively on teams; work effectively with persons from all levels in the organization with diverse backgrounds including: age, color, religion, national or ethnic origin, socioeconomic status, physical characteristic, neuro diverse,
sex, sexual orientation, gender identity, or gender expression.
Other Special Requirements: Some positions require a valid driver’s license and a successful criminal background check as required by law.

It is general policy of the County that new employees should be hired at
the lower steps of the applicable range and advance through the range
at the normal progression.

Retirement Information All Clark County employees must participate in a WASHINGTON STATE RETIREMENT SYSTEM PLAN (PERS, PSERS or LEOFF).Employee contributions begin the first day of work. Current contribution rates vary by plan but could range from 5% to 15% of gross pay, depending on the plan choice.
