Description of Work

This position reports to the SE&R Senior Manager and works closely with the Regional Maintenance SE&R Field Services Supervisor to support the Department of Adult Correction’s Building Automation Systems (BAS) portfolio across more than 54 institutions and facilities. The Building Automation Systems Program Manager is responsible for guiding the design, programming, construction, retro‑commissioning, and troubleshooting of BAS infrastructure. The successful candidate will oversee BAS standards from initial design through construction closeout, maintain a statewide database of system performance and operational skill requirements, and collaborate with design, construction, and maintenance teams to resolve complex HVAC and BAS challenges. Additional responsibilities include evaluating BAS replacement priorities, developing cost estimates, reviewing design documents, and partnering with SE&R Field Services to assess, diagnose, and repair BAS systems across the state.

Job Duties •Develop, implement, and enforce BAS design guidelines and standards across all facilities. •Manage BAS programming, integration, and system configuration to ensure optimal functionality. •Conduct reviews of design documents, shop drawings, and final inspections for BAS related projects. •Maintain a statewide database tracking BAS operational status, performance metrics, and required competencies. •Lead troubleshooting efforts for complex HVAC and BAS issues in collaboration with construction and maintenance teams. •Assess system replacement needs and prepare cost estimates to support capital planning and budgeting. •Provide technical guidance to field staff and partner with SE&R Field Services to evaluate and repair BAS systems. •Coordinate retro commissioning activities to improve system efficiency, reliability, and compliance with standards.

Work Location and Schedule This position has a duty station of 2020 Yonkers Road, Raleigh, NC. This is a full-time position (40 hours per week) with State Benefits. The normal work schedule is Monday – Friday, 8:00am – 5:00pm and will require some weekend work and overnight travel to meet the demands of the organization.

Knowledge Skills and Abilities/Management Preferences

Salary Range: $70,478.00 - $123,336.00 Pay Garde: NC20 Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement. The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:

Demonstrated experience in BAS systems equivalent to Niagara, Workbench, EC-net, GFX, WebCTRL, Eikon, Viewbuilder, Sitebuilder, and/or equivalent systems

· Demonstrated experience in the management of Building Automation Systems (BAS), to include but not limited to graphics development, programming, sequence of operations development, specification development,

commissioning, and training.

· Demonstrated experience in working with BAS integrators to meet the design and graphics standards set forth

within the plans and specifications.

· Demonstrated experience in the development and delivery of BAS training to maintenance and other facility

operational staff.

· Demonstrated experience evaluating HVAC system integration with BAS systems and understanding how systems operate for maximum comfort levels.

The Support Services Division oversees the operations and infrastructure that sustain facilities within the Department of Adult Correction. Responsibilities include facility maintenance, fleet and warehouse management, food services, construction and renovation projects, and energy efficiency. Division of Engineering, Construction, and Maintenance (DECM) operates as the NCDAC Capital Project Coordinator (CPC) and is tasked with coordinating all capital improvement and renovation and repair projects with the State Construction Office (SCO) and serves as the DAC representative on all matters involving the State Property Office and State Building Commission. Our unified purpose is to provide architectural and engineering support, sustainability, efficiency, and resiliency planning, construction, and maintenance services to ensure all statewide Institutions and Facilities remain in compliance with building codes, regulations, and legislative mandates, while also promoting the agency’s rehabilitation and reentry goals through offender job training within the construction and maintenance trades, while assisting institutions directly and indirectly with the installation and maintenance of kitchen, plumbing, mechanical, electrical, and electronics equipment.
